Description :
Under minimal direction, formulates and defines systems scope and objectives through user needs and an understanding of business systems and industry requirements.
Duties and
Responsibilities:
Performs at an advanced technical level on all phases of analyzing business and user needs, documenting requirements and translating into proper system requirement specifications.
Applies knowledge of management functions, processes and analytical methods or techniques to gather, analyze and evaluate information required by program or project managers and customers; draws conclusions and devises solutions.
Formulates and defines systems scope and objectives through research combined with a basic understanding of business systems and industry requirements.
Develops or modifies procedures to solve moderately complex problems within information systems.
Acts as liaison between end-user communities, stakeholders and service providers within an enterprise.
Interviews personnel from functional user area under study to learn general purpose of systems and information requirements of positions involved in the data flow.
Analyzes client resources, including funding personnel and unfunded requirements.
Analyzes business and user needs, documents requirements and revises existing system logic difficulties as necessary.
Tracks document changes to functional and business specifications.
Monitors and documents post-implementation problems and revision requests.
Provides guidance to less experienced Business Systems Analysts.
Required
Qualifications:
Requires bachelor''s degree or equivalent and five to seven years of related experience.
Knowledge of Navy Personnel and Pay functions, data and business rules.
Ability to correlate multiple information sources to ensure quality and completeness.
Ability to work as a team member in a diverse group; ability to deal effectively with both Government and contracted workforce members.
Ability to travel, if needed.
Applicants selected will be subject to a U.S. Government background investigation and must meet eligibility requirements for access to classified information. The clearance level required is dependent on the type of clearance supported by our client: Secret.
