Job Description
PRINCIPAL OBJECTIVE:
Implements, coordinates and supports the health, safety and environmental (HSE) programs within the Natural Gas Distribution Operations Segment with a specific focus on construction and contractor activities. Programs may involve all aspects of the management system including, auditing, permitting, program development, safety consulting, waste management and remediation. Position will provide professional expertise for the solution of health, safety and environmental challenges.
Position is responsible for interpreting, developing, and implementing policies, plans, and procedures dealing with a wide variety of health, safety and environmental issues. Issues are routinely related to Federal, State or local regulations. Position involves providing sound HSE consultation to Engineering and Construction leadership and employees.
Essential Functions:
Ensure/ coordinates compliance with all OSHA, EPA, DOT, and company policy procedure requirements for HSE Construction activities.
Revises existing HSE materials, programs, systems or procedures for all construction assigned facilities within the business segment. Develops new training materials, programs, systems or procedures for construction related HSE issues.
Prepares and obtains HSE permits or approvals.
Prepares formal comments on new rules and regulations for submission to State or Federal agencies. Acts as a company representative for interaction with regulatory agencies, inspections, etc.
Collaborates with peers to prepare Policies, Plans and Procedures to be implemented across multiple business units. Develops or oversee the development of site specific safety plans, local and state safety committees, investigation or remediation work plans, etc.
Effectively works independently or as a member of a project team or leader of a project team of Coordinators.
Negotiates simple issues with State, Federal or County regulators.
Manage third party consultants who collect information needed for negative exposure assessments, contaminated soil, groundwater or surface water.
Expected to understand when to seek assistance from attorneys, other experts, governmental officials to assess and act on HSE circumstances.
Prepares summaries, inspection forms, interpretations, etc. for construction operations on the requirements of new or existing OSHA, EPA, DOT or other regulations.
Advises Engineering and Construction operations on permits or approvals needed for simple projects along with associated timeframes.
Works closely with Engineering and Construction operations personnel to oversee and maintain HSE programs, systems and procedures
Investigates collisions, injuries, and complaints concerning hazards or uncomfortable conditions in the work place. Leads and participates in root cause investigations. Where the investigation determines changes in work practices are necessary, oversee the development of those changes.
Recommends improvements in processes, design, procedures, and operating equipment, to minimize the hazard potential or environmental impact.
Prepares technical materials or independently collects data to assist more senior staff in the preparation of complex air, water, waste or natural resource permit applications or evaluating HSE issues. Prepares simple permit applications.
Implements and maintains budgets or other financial information.
Provide ISNetworld support, monitoring and reporting of current and future contractors
Oversee Contractor Monthly Scorecard, Contractor Loss Event and Near Miss Reporting programs, assist in Contractor Root Cause Investigations,
Implement and execute on Contractor Safety Outreach Program and Annual Contractor Safety Summits
Recognized as a Company expert.
SELECTION CRITERIA
College degree in environmental science, safety, or other HSE related field. Equivalent experience may be substituted in part.
Work independently and use professional judgment
One to five years of experience in one or more of the functional areas such as occupational safety, environmental, auditing, regulatory compliance, etc. or academic equivalent preferred.
Ability to compose technical information, prepare manuals, policies, procedures and scripts.
Diversified and thorough knowledge of state and federal HSE regulatory programs required, with natural gas distribution specific knowledge preferred.
Ability to work and communicate effectively both verbally and in writing with employees at all levels of the organization and from other organizations.
Proficient with computers and other modern office equipment.
Ability to take direction from a variety of people and processes and work as a member of a team.
Strong problem-solving capabilities.
Sound leadership abilities and integrity.
ADDITIONAL INFORMATION:
Place: 60% indoors; 40% outdoors. Sitting 50%, standing/walking 35%, kneeling/bending/stooping 15%. Overtime and travel (25%) required. Motor vehicle check required.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
