ISC is recruiting for an individual with demonstrated international experience and success in sustainable urban development. ISC's international urban projects focus on engaging directly with local communities and officials in developing urban sustainability plans; promoting urban resilience to climate change, supporting low-carbon development, mainstreaming climate into developmental planning, developing and deploying urban sustainability metrics, and facilitating integrated solutions.
This position is located in Montpelier, VT and provides services organization-wide.
Responsibilities
The Director will be the agency point person in developing the international urban program strategy, vision, and project portfolio.
Program Development: In close collaboration with the Vice President for International Programs, develop new projects and programs on urban sustainability.
New Countries: Actively pursue contact with local authorities, international and national agencies, donors, or other valuable contacts as a means to expand programming into new countries in accordance with the ISC mission.
Travel internationally as needed to conduct needs assessments, collect baseline data, carry out vulnerability assessments, stakeholder mapping, etc
Current ISC Countries: Collaborate closely with ISC field staff to expand the country program portfolio to include activities focused on urban sustainability. Identify new projects, new donors, and other mechanisms to expand or strengthen urban related programming in-country.
Actively participate in fundraising strategy and manage ongoing donor relationships.
Represent ISC at relevant climate adaptation and technical workshops and conferences.
Program Integration: ISC has a robust domestic urban program that can provide a strong foundation of support for international urban programs.
Actively pursue opportunities to integrate domestic and international urban program approaches, tools and staff.
Develop operational and communication protocols to ensure integrated planning, communication and sharing of lessons learned between international and domestic programs.
Program Design
Provide significant input and leadership on program design, and proposal development on urban sustainability related programming.
Write project proposal narratives and budgets as needed.
Conduct assessments.
Assist in the hiring of all project staff working on urban sustainability related projects.
Document lessons learned and develop standardized program models and tools.
Program Support
Provide technical support to international urban projects.
Make regular field visits to ensure that all international urban projects are being implementing in accordance with donor and ISC policies and standards.
Conduct training and mentoring for field staff as needed.
Metrics (Monitoring and Evaluation): ISC is committed to evidence-based programming and the use of metrics to capture program outcomes and impacts and inform project design and implementation in a cycle of learning and continuous improvement.
Proactively engage with the ISC M&E Director to ensure that all international urban projects have a documented theory of change and logic model, robust indicators, and an M&E system in place.
Develop new or adapt existing urban sustainability metrics to guide ISC projects that can also be used by urban officials to monitor progress towards urban sustainability.
Knowledge, Skills and Abilities
Experience in implementing international urban development programs.
Strong leadership skills. Proactive problem solver.
Robust analytical and strategic thinking skills.
Demonstrated expertise in urban planning and expertise in one or more of the following (applied in urban setting), preferred: climate resilience, low-carbon development, infrastructure planning, public transportation, solid waste management, water management, ecosystem services, multi-stakeholder engagement, good governance.
Adept at representation, network building and donor cultivation.
Demonstrated experience in project design.
Demonstrated experience in writing winning proposals for key international donors (E.g. USAID, DFID, EU, Asian Development Bank, etc).
Committed team player; ability to function well on a team and collaborate effectively across teams and departmental units.
Excellent verbal and written communication skills and ability to convey climate concepts effectively to general audiences.
Flexibility; ability make creative use of limited resources to accomplish programmatic goals.

Working Conditions
Office environment. Some domestic and international travel required (minimum 25% travel).

Qualifications
10-15 years related professional experience in international urban programming, including significant work in developing country settings.
Master's degree in a relevant field
Ability to travel (travel at least 25%).
Commitment to the ISC mission and goals.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
