Division (IPSD) of the National Association of Insurance Commissioners (NAIC) has an exciting opportunity for a Business Analyst who enjoys working for an organization that strives every day to support the public good and make a difference.
You will be working in the division that is responsible for the sales production, distribution, technical and editorial support of publications and insurance company financial data to regulators and external customers. NAIC marketing and branding efforts are also handled by this division. The IPSD also designs, and has oversight of the System for Electronic Rate and Form Filing (SERFF), Online Premium Tax for Insurance (OPTins), and the State-Based Systems (SBS) Program.
This
position
requires the ability to define and scope business needs, gather, analyze, document and communicate requirements, identify and verify solutions through testing and maintain an understanding of business rules and system requirements needed for ongoing support.
The ideal candidate has a bachelor's degree and previous relevant experience in the essential functions of this position. It is also required that you have experience with the entire development life cycle and are familiar with SQL.

MINIMUM REQUIREMENTS:
o Bachelor's degree (BA) from four-year College or university and at least three years of experience in the essential functions of this position; or an equivalent combination of education and experience.
o Required experience in MS Office products (Outlook, Word, Excel), Oracle and SQL.
o Must have experience with the entire development life cycle; starting with the analysis, design, construction, and implementation.
SKILLS AND ABILITIES:
o Demonstrates excellent skills/aptitude for gathering, analyzing and validating requirements through interviews, observation, facilitation, and other proven business analysis techniques.
o Demonstrates excellent ability to understand the 'big picture' and how systems and applications affect, and are affected by other applications and initiatives.
o Is quality-minded and looks for ways to improve the quality of the systems assigned for business analysis.
o Familiarity with or ability to learn diagramming and modeling techniques and software.
o Ability to learn internally developed and vendor-developed web-based, client/server, and stand-alone PC NAIC applications.
o Superb planning, organizational and customer service skills.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
