Our customer with offices in Rockville, MD is seeking two (2) full-time Federal HR Specialists to provide onsite support. The period of performance for this contract is through August 2014, with the possibility of one (1) option year.


These Federal HR Specialists will perform the following duties:

Staffing and Recruitment
Assisting in conducting recruitment for occupations under the General Schedule, Alternative Personnel System, Federal Wage System, Federal Wage Grade pay systems through printed solicitations as well as onsite recruiting at appropriate venues including job fairs, colleges and universities, and related associations.
Conducting job analysis to determine key skills and expertise needed to perform duties of vacant position.
Preparing vacancy announcement including rating assessment questions to accurately assess experience and expertise resulting in the referral of the best qualified candidates for a particular vacancy.
Reviewing applications to make qualification determinations resulting in a Roster of Eligibles.
Using delegated examining, direct hire, and merit promotion procedures to ensure accuracy of selection certificate.
May assist selecting officials in developing of the rating assessment.

Position Management and Classification
Adhering to OPM, agency's regulations, policies and procedures in carrying out the agency classification program in administering the General Schedule classification system for its positions including organizing and assigning work.
Preparing and finalizing evaluation statements and organizational assessments.
Developing position descriptions for newly established positions and preparing responses to employee classification appeals.

Compensation and Retention Advisory Services
Provides managers and employees with information and interpretations of the agency's classification, compensation, wage administration, and position management procedures, practices, policies, and guidelines, including the effective use of automated classification tools.
Provides advice, assistance and review on requests for highest previous rate; above the minimum pay setting; recruitment, retention, and relocation incentives; special physician pays; service credit for leave and other compensation and retention flexibilities.
Provides guidance and review for Title 42 initial salary setting and pay adjustments.


Requirements:
Must have at least 7 years of experience and achieved a GS-12 level or higher
Skill and knowledge using an USA Staffing
Expertise of Title 5, Title 38 and Title 42
Experience providing the work described above
Experience staffing for Pathways positions is preferred.
Ability to use Microsoft Office Suite programs

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
