(IIS) is seeking a Systems Engineer (SE) to join our proposal team as Chief Engineer (CE) to support Phoenix, a competitive procurement for a classified customer. Phoenix combines Systems Engineering scope from multiple existing legacy programs into a single SE contract to support the customer's multi-site Enterprise. Phoenix will provide Enterprise and site-based SE, Integration, Test, and Configuration Management services to support the customer's strategic missions. The Chief Engineer will be responsible for working with a diverse team to form IIS' technical solution that transitions the customer's current site-based processes and practices to multi-site Enterprise standards. The current Phoenix scope includes a 2-site Enterprise, but may be extended to a 5-site Enterprise at the customer's discretion. In addition, the Chief Engineer will be responsible for defining, articulating, and documenting IIS' approach for supporting the customer's transformation from the current platform and system based infrastructure operating model to an ISP/ASP cloud-based model that incorporates current technologies and IT best practices. The CE will be the technical lead for a diverse Raytheon team (both geographically and technically) responsible for building Raytheon's winning technical offering. The CE has oversight of all technical aspects of the Raytheon offer and is responsible for the overarching engineering approach and solution required for proposal submission. The CE will be responsible for providing innovative solutions that both increase efficiencies and also help the customer achieve their vision of transitioning to modern technical and Enterprise standards. The CE will work closely with the Capture Manager, and report to the Mission Support Solutions (MSS) Technical Director. Responsibilities include: Developing the Phoenix Technical offering and leading the Phoenix Technical Proposal Partnering with customer, Raytheon IIS Mission Areas, and external teammates and to bring innovative, efficient, and winning solutions to the technical offering Developing a technical Enterprise approach that standardizes processes and procedures to increase efficiencies and reduce both Phoenix and operational life cycle costs Developing an Enterprise approach for technical organization and staffing to accomplish Phoenix scope that incorporates the economies of operating in a multi-site Enterprise Developing and communicating a technical approach that embraces the customer's planned IT transformation from platforms and system based infrastructure to a cloud based ISP/ASP architecture Communicating technical status to internal and external stakeholders Supporting Color Team Reviews Leading technical reviews and resolving systems engineering and integration issues Leading and participating in technical interchange meetings Contributing to and reviewing proposal plans and cost estimates Mentoring and developing team members Clearance Requirements: Top Secret/SCI level security clearance Location: Dulles VA or Aurora CO. Domestic travel will be required to support the proposal Required Skills: Self-directed with demonstrated ability to organize and drive a diverse (both geographic and technical) team to a winning technical solution Experience with competitive proposals including capture lifecycle and processes, proposal volume development, and Basis of Estimate development 12 years of experience as an SE in roles of increasing technical leadership responsibility, with recent experience in SE and integration for large systems either in O&M or development Team building and motivational skills; able to develop and maintain working relationships at all levels of the organization-including customer, teammate, and internal stakeholder organizations Experience facilitating cross organizational solutions in response to diverse objectives Domain experience with classified customers strategic operations and processes for evaluating and implementing requests for change (RFCs) Experience working in a multi-site Enterprise environment including experience organizing and staffing to execute efficiently across multiple locations Experience with integration of large systems into classified networks Experience organizing, implementing, and managing Enterprise Configuration Management and Change Management processes Strong understanding of Cloud, ISP/ASP, SOA based architectures; familiarity with managed services models Understanding of Intelligence

(IC) IT modernization initiatives and ability to shape Raytheon offerings to align with the IC vision Experience with conducting trade studies Project management skills including cost, schedule, risk, and opportunity assessment Experience in preparing management level briefings and summary explanations Excellent written and oral communication skills, including presentation skills and negotiation skills Experience working in a multi discipline environment Competence with Microsoft Office tools Required Education: Bachelors of Science degree in Engineering or related field. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
