Senior Procurement Specialist Creates, executes and manages various contract type purchase orders. Develops negotiation strategies and implements long-term agreements to improve efficiency and reduce cost. Is familiar with FAR (Federal Acquisition Regulations) and DFAR (Department of Defense Federal Acquisition Regulations), Common Law (TINA and CAS) and has with a working knowledge of the UCC (Uniform Commercial Code), ITAR (International Traffic in Arms Regulations) and DOC (Department of Commerce) export regulations. Leads the development and negotiation of collaborative agreements with suppliers. Manages supplier performance and facilitates relationships between program office, functional organizations and suppliers. Fosters and maintains open communications with Suppliers and Internal Customers. Understands cost and price analysis techniques related to single source procurement and price justification. Interfaces with Accounting regarding invoice processing and discrepancy resolution. Provides leadership and mentoring of lower level buyers. Conducts self-directed research, market trend evaluation, and gains effective commodity expertise. Exercises judgment and demonstrates strong analytical and research capabilities throughout the strategic sourcing process to make purchases consistent in quality and quantity. Works on problems of diverse scope where analysis of data requires evaluation of identified factors such as direct labor narratives, non-competitive award justification and risk assessment. Performs work without appreciable direction. Exercises considerable latitude in determining objectives and approaches to assignment where erroneous decisions or failure to achieve objectives will have a serious effect upon the administration of the organization. Required Skills: Minimum of 4 years of relevant experience in commodity management and/or procurement of goods and
services
in a Regulated Industry (Aerospace, Defense, Medical, etc) Experience with FAR/DFAR and Common Law (TINA/CAS) as it pertains to government procurement Experience in developing RFQ/RFP documentation Experience with vendor relationship throughout the Purchase Order life cycle including: negotiations, administration and performance evaluation Experience executing service agreements with suppliers Experience with negotiating and settling with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations and engineering changes Experience working within a cross-functional team Experience with DCAA and DCMA audit request support Experience with Microsoft Office (i.e word and excel) Desired Skills: Continuously assess market conditions by monitoring supply market on an ongoing basis. Recent experience with build to specification orders with suppliers History of executing teaming agreements with potential subcontractors Experience conducting efficient, high quality (quantitative and qualitative) analyses and market research Knowledge of the integrated supply chain, including strategic procurement Ability to effectively interface with senior management on major matters pertaining to its policies, plans, and objectives Experience with Excel, SAP, Costpoint and Cognos software a plus Ability to multi-task with minimum or no supervision Experience developing solutions to problems with unusual complexity that require a high degree of ingenuity, creativity, and innovation Comfortable sourcing capital equipment, as well as goods and services in support of indirect and direct programs Experience with procurement of various software licenses, tools and applications Demonstrated leadership and results Ability to effectively interface with internal and external customers Ability to mentor lower level employees Excellent communications skills, both written and verbal Education Required: Bachelor's Degree BA/BS Go further. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
