Job Description: Raytheon is looking for individuals who can lead the development and deployment of
information technology
services
for an overseas location. An expert in information assurance engineering and security architecture development is needed to support the customer team. Position will require travel to the Middle East and Europe. Lead a large multi-continent workforce and manage the activities associated with the design, development, and Operations and Maintenance necessary to maintain the security of large scale networks and systems in use by the client. Oversight of multiple cyber security development projects, in parallel, that require rapid/agile development processes to build and deploy capabilities used in the defense of critical networks. Oversee and execute the O&M requirements associated with these deployed security solutions and manage augmentation staff for cyber security related operations for monitoring the 24/7 security of those networks. Maintain a strong relationship with the customer based upon frequent meetings and interactions which are characterized by attention to Customer Must haves and the co-development of a shared vision for the program's future. Instill a customer-focused attitude within the workforce and encourage the power of ideas as a cornerstone of innovation which pervades the program. Responsibilities will include : - Provide oversight of multiple cyber security development projects (20 or more) that require rapid/agile development processes to build and deploy capabilities used in the defense of client networks. - Maintain a strong relationship with the customer (COR) based upon frequent meetings and interactions which are characterized by attention to Customer Must haves and the co-development of a shared vision for the program's future. - Instill a customer-focused attitude within the workforce and encourage the power of ideas as a cornerstone of innovation which pervades the program - Provide high level technical interaction with U.S. Government stakeholders - Will receive direction from the Program Manager and the Customer's Technical Director during the day-to-day deployment of a complex cyber security infrastructure. - Participate in technical meetings and working groups to address issues related to
computer
security and vulnerabilities - Applies knowledge of current IA policies, to include structures, roles major organizations, to identify and correct shortcomings in the structure - Prepare, write, and present reports and briefings as required - Leads evaluations of program and system vulnerabilities as they relate to security and development programmatic or procedural countermeasures necessary to protect program operations - Incorporate all security disciplines, recommend and develop requirements, specifications, designs, and procedures to satisfy program security policy and planning guidance - Monitor the implementation of security requirements for facilities and systems - Develop reports, information, and recommendations that support the implementation of client security requirements - Participates in special projects as required - Interface and collaborate with program Cybersecurity SMEs in aligning IT infrastructure to meet mission requirements - Directs staff in the conduct of risk, vulnerability, and threat assessments in support of security policy validation. - Serves as the Cost Account Manager for the Mission IPT Required Skills: - Must have at least a Top Secret security clearance; TS/SCI is preferred - Must be a US Citizen in possession of a valid U.S. Passport - Extensive experience with cyber security development projects and programs for U.S. Government and/or commercial clients - Demonstrated experience leading cyber security capabilities deployments and performing the related functions for U.S. Government or Commercial contracts. - Three (3) years demonstrated experience in cyber security to include practices/methodologies, associated technologies, application design, and/or experience in an operational environment. - Two (2) years demonstrated experience in the design and development of cloud-based systems, architectures, and analytics development - Strong understanding of security design and architecture - Demonstrated ability to manage multiple teams in a dynamic environment - Must be able to work collaboratively across agencies and physical locations Desired Skills: - 16 years of experience - Experience supporting International Customers - Experience working in the Middle East - Experience with process development and deployment - Earned Value Certification - Program Management Level 5 Certification - Two (2) years demonstrated experience in the design and development of cloud-based systems, architectures, and analytics development - Extensive experience with six or more of the following: - Security COTS integration - Security Incident Event Management - Insider Threat Monitoring Operating System Hardening Vulnerability Assessment testing Identification and Authentication schemes Public Key Infrastructure and Identity Management Cross Domain Solutions Computer Network Exploitation (CNE) Computer Network Operations (CNO) Malware Analysis Reverse Software Engineering - Security engineering - Excellent writing skills Required Education: BS Computer Science, Computer Engineering, Computer Information Systems, Computer Systems Engineering. Experience may be used in lieu of a degree. Masters Degree highly desired. Desired Certifications: DODI 8570.1-M Compliance at IAT Level II; CISSP preferred. CISM highly desired. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
