Years experience and knowledge of Project Management methodologies and tools and the software development life cycles
Project management experience with large development projects/programs of $3 million or more in scope
Experience delivering and managing master data management & data quality toolsets, along with supporting technologies (ETL, etc.).

Master's Degree
PMP/PgPM Certification
Ability to thoroughly understand the business issues surrounding each project
Able to utilize extensive project management experience to act as the team's primary interface between IT and business leadership

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
