PRIMARY FUNCTION:
Ensure that all hourly electric customer load demand is met, around-the-clock, in the most economic and efficient manner while adhering to operating system constraints and industry or regulatory guidelines. Maximize margin contribution through administration of the Company's wholesale power agreements with third parties, optimized dispatch of generation assets, and through aggressive marketing of whole power products and services in the real-time market.

Ensure that all actions are in full compliance with applicable standards, regulatory requirements and the Company's risk policy.
ESSENTIAL JOB FUNCTIONS:

Ensure compliance with North American Electric Reliability Corporation (NERC) operating standards, other regional standards, and Company safety and internal guidelines.
Respond to generation disturbances within established regulatory, industry, reserve sharing groups, and Company standards to assure a continuous supply of electricity to customers.
Respond to generation outages by urgently procuring alternative economic resources.
Implement real-time actions, up to and including coordination of shedding firm load, to insure stable and reliable operation of the Bulk Electric System.
Manage load forecasts, actual load and available resources to balance Company's load position and to ensure reliable electric service for Company's native load customers for three load control areas.
Provide generation regulation and planning for Company's owned and contract renewable resources to assure compliance with established regulatory, industry and Company standards.
Procure economical spinning and operating system reserve requirements.
Negotiate product, price, quantity, terms, etc., under available agreements to buy/sell wholesale power with regional, national utilities, and other power marketing entities.
Ensure that the Company's power supply costs and assets are optimized to maximize marketing margins within established risk and reliability standards.
Support the Generation Dispatch and Power Marketing team by developing leads to expand market opportunities.
Resolve interchange scheduling and pricing disputes with utility and power marketing entity counterparts.
Verify the creation and processing of complete and accurate hourly data necessary to verify and account for all consummated transactions.
Administer all electric utilities wholesale power contracts.
Dispatch generation and schedule power purchases and sales to meet native load, marketing opportunities and economic dispatch.
Secure transmission paths as necessary for power purchase and sale activities.

Communicate dispatch orders with plant operators and build relationships with plant staff to improve access to information, to facilitate negotiation and to educate all stakeholders in each other's needs and concerns.
Evaluate market conditions in the Western Electricity Coordinating Council (WECC), Mid-continent Area Power Pool (MAPP) and Midcontinent Independent System Operator (MISO) to capture real-time market arbitrage and manage day-ahead transactions.
Schedule gas fuel for combustion turbines as necessary and manage usage to minimize pipeline imbalance.
Produce reports as needed.

Be prepared to present these report findings to management along with development of power supply evaluation reports and proposals.
Actively participate in the Company's employee development program and department meetings.
Provide input for updating and maintaining the front office Departmental Administrative Guidelines when appropriate for the review and development.
Experience:

Three to five years of experience in generation dispatch, power marketing, reliability operations or business analysis required.
EDUCATION:
Bachelor's degree in Engineering, Finance, Mathematics, Business or related field preferred, or equivalent combination of education and experience.

KNOWLEDGE:
Extensive knowledge of generation dispatch, hourly deal creation, transaction recording for accurate settlements, management of short and long term transactions, management of transmission limitations, procurement of essential transmission, and monitoring and interpreting market.
General understanding of the competitive wholesale electricity marketplace, including the effects from market dynamics such as delivery limitations, regional supply/demand, daily/seasonal diversities, reliability aspects, fuel considerations, etc.
General knowledge of the interconnected bulk power generation and transmission network and the operational aspects of that network.
Knowledge of electric utility operations, generation dispatch, energy marketing, and transmission system operations.
Knowledge of Supervisory Control and Data Acquisition (SCADA), Open Systems Interconnection (OSI) and Energy Management Systems (EMS), including Automatic Generation Control (AGC) operations.
Strong understanding of transaction scheduling and tagging requirements.
Knowledge of
Open Access Same-time Information System
(OASIS) sites and their functions for the purchase and scheduling of transmission rights.
