DESCRIPTION
This is an IT management
position
directing and overseeing the activities of a major application development program within the Office of Information Technology. Supervision is exercised over a staff composed of professional, technical, and support personnel both State employees and Contractors. Responsibilities include researching and analyzing complex business issues concerning information systems and automation technology with agency-wide implications and assisting in developing long range strategic plans, policies, and position recommendations concerning technology, emerging trends, standards, policies and/or protocols vital to the effective, efficient use of technology. The position reports to the Director of Applications - DHHS
REPRESENTATIVE TASKS: (A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned).
Manages the activities of assigned professional, technical, and support personnel in a major data processing section in order to meet established goals and objectives and maximize system efficiency.
Oversees the development and management of one or more major application. This may also include directing project team leads that will manage the detail of the efforts.
Develops and maintains team priorities and schedules in order to ensure service levels and requirements are met in a timely manner.
Reviews and analyzes the business requirements of client agencies and forecasts nature and level of future service requirements in order to recommend cost effective information services and automation technology concepts capable of fulfilling projected needs.
Provides technical input and assistance for section staff in order to overcome identified or potential problems.
Counsels and evaluates employees in order to provide information, identify work related problems, and develop solutions.
Coordinates and confers with various agencies, vendors, and business personnel in order to accomplish established goals and objectives.
Plans and directs section staff technical training in order to maintain and enhance staff proficiency.
KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED: (These are required to successfully perform the work assigned).
Strong personnel management experience
In-depth knowledge of information technology fundamentals.
In-depth knowledge of information technology industry best practices.
Some familiarity with Federal and State laws related to information technology.
Oral and written communication skills, in both technical and non-technical content.
Active listening skills.
Abilities for in-depth research and continuous self-learning.
Ability to analyze, interpret and present technical information and concepts.
Ability to establish and nurture effective working relationships across the board, irrespective of the command chain.
Ability to forge consensus from diverse, often competing, interests.
MINIMUM
Qualifications:
Ten (10) years' data processing/telecommunication system experience including at least six (6) years' experience in the appropriate area of specialization and two (2) years of supervisory/ managerial experience.

The value of State-paid Dental Insurance: $13.13 biweekly. The value of State-paid Health Insurance:
Level 1: 100% State Contribution (employee pays nothing): $363.77 biweekly
Level 2: 95% State Contribution (employee pays 5%): $345.58 biweekly
Level 3: 90% State Contribution (employee pays 10%): $327.39 biweekly
Level 4: 85% State Contribution (employee pays 15%): $309.20 biweekly
The level of the actual value of state paid Health Insurance will be based on the employee's wage rate and status with regard to the health credit premium program as of July 1, 2011.Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
