SUMMARY
GENERAL STATEMENT OF DUTIES
Plans, organizes, and supervises the functions and activities of the City's Wastewater Treatment Plant under the direction the Wastewater Treatment Plant Superintendent; performs other duties as required or assigned.
DISTINGUISHING FEATURES OF THE CLASS
The principal function of an
employee
in this class is plan, organize, and supervise the functions and activities of the City's Wastewater Treatment Plant. The work is performed under the supervision and direction of the Wastewater Treatment Plant Superintendent, but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over all Wastewater Plant personnel. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Wastewater Treatment Plant Superintendent, other City employees, and the general public. The principal duties of this class are performed in a Wastewater treatment plant environment with exposure to hazardous chemicals, airborne pathogens, and high voltage electricity.

Essential Functions Statement(s)

Plans, supervises, and evaluates the work of departmental personnel, including providing approval for the selection of staff, monitoring work schedules, interviewing for new or vacant positions, providing direction when necessary, disciplining as required, managing conflict, and rewarding employee performance when appropriate; or makes recommendations which are given particular weight about the change of status of other employees.

Schedules daily, monthly, and annual preventive maintenance and
repair
of water plant equipment, and assigns maintenance tasks to Wastewater Treatment Plant personnel accordingly.
o
Maintains complete and accurate records of plant operation functions, tests, results, and maintenance work performed.
o
Monitors Plant operations to ensure all processes are conducted in a safe and efficient manner, and in compliance with Federal rules and regulations.
o
Ensures all chemicals are handled in a safe and proper manner.
o
Oversees the maintenance of the interior and exterior of the Treatment Plant to ensure a safe environment for City employees and the general public.
o
Confers with the Wastewater Superintendent in planning, developing, and directing the implementation of goals, objectives, policies, procedures, and work standards for all plant functions, including daily staff meetings, regulatory requirements, major maintenance projects, new subdivisions, and other related functions.
o
Processes all Plant purchase orders, including coordinating invoice to purchase order, issuing correct account number for budget purposes, negotiating with vendors to ensure cost-efficiency, and providing final approval of purchase order for payment.
o
Assumes the duties and responsibilities of the Wastewater Superintendent in his/her absence.
o
Assumes responsibility for other duties as required or assigned.
o
Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
o
Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
o

REQUIRED KNOWLEDGE
Comprehensive knowledge of basic principles and practices of Wastewater treatment and disposal.
Thorough knowledge of chemistry, biology, mechanical hydraulics, wastewater treatment plant operation, pretreatment rules and regulations, and Quality Assurance procedures.
Thorough knowledge of basic chemical, and biological characteristics and analytical methods of industrial and domestic wastewater, including related laboratory testing methods and procedures.
Thorough knowledge of related safety practices and emergency protocol; and reference materials and sources relating to wastewater and industrial waste analyses.
Thorough knowledge of the related Federal, State, and City codes, E.P.A. and N.P.D.S. permit requirements, and the Nampa Pretreatment Manual.
Thorough knowledge of the safe and proper use of standard laboratory equipment.
Thorough knowledge of established the basic principles of record keeping.

Experience:
4 plus years of experience in Wastewater Treatment Plant Operations
