Financial Manager

The Financial Manager will manage the accounting and fiscal operations of the Tooele County Health Department. This position will direct Department budget development and management. Performs the functions of Health Department business manager. Supervises assigned staff.

Under the direction of the Executive Director or Deputy Executive Director, responsible for all accounting operations of the Department and the supervision of all professional accounting staff using knowledge of generally accepted accounting principles and practices.
Direct the development and implementation of internal policies, procedures and processes for cash collection and accounts receivable to assure compliance with GAAP, GASB principles, Tooele County and Utah State Fiscal Management statutes and policies; and to maximize the productive capacity of the Department's assets.
Oversee all aspects of the Department's accountancy system including monitoring of cash collections, petty cash disbursements, general ledger accounts, accounts receivable, accounts payable, capital asset management, and the consistent application of processes and procedures throughout the Department.
Responsible for all aspects of the Department's accounts receivable functions. Develop processes and procedures to ensure the timely collection of revenue from grants, contracts, fees for services, and client billings.
Graduation from an accredited college or university with a Master's Degree in business administration, finance, accounting, public administration or other closely related field, plus four (4) years of experience in a field closely related to these duties, one (1) year of which must have been in a supervisory capacity,

An equivalent combination of related education and experience. Education may not be substituted for the one (1) year of supervisory experience. Supervisory experience must be clearly documented on the application.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
